I use fvwm (www.fvwm.org), and am very happy with it. It's light-weight and starts almost instantaneously. Plus it gives me some low-level options which are not available on metacity (e.g. edge resistance). I'm not sure about panel applets, but it's easy to make fvwm give you anything else that gnome/KDE gives you.
