As far as i understand, footamic is the database backend for storing
printer information. Gimp-print is the printer driver that works in
combination.

Absolutely. That's the way i setup and control i my usb printer. For
fedora though, it has an additonal gui.

You can do without foomatic. The latest cups releases has enough bells
and whistles for doing that.

You can do without kde. That's the way i set it up for my two computers. 
Now applicationwise, you might need some additional setup of course
depending on the application. I observed firefox,openoffice they did
recognize the web-browser based cups setup by default. For gimp, once
i have to setup my printer name and saved it from the print menu.
