I recently purchased a cheap usb bluetooth dongle. It runs with my
WinXP machine (using the "BlueSoleil" software), but there were
certain problems (OT), so I'm trying to use Linux instead to connect
with my bluetooth enabled phone.

WhenI insert the device into the USB slot and start "Bluetooth
Manager" under "System Tools" on my Fedora Core 3 machine and select
the "Scan" menu, it displays "scanning for devices..." for eternity
and does not discover my bluetooth enabled phone.

If anyone has suggestions on getting the bluetooth dongle to work with
my FC3 machine, that would be very helpful!
