Thanks for the knowledge. I am totally ignorant on R, know a little bit of tcl/tk. Suddenly the whole thing is looking very promising.

Can we pull it up. It will be a very useful thing for Kolkata. Can you make a small working group. I am counting on Arin for the knowledge on R and help from Rajesh on fixing the Locations of land marks. Can somebody identify landmarks on a 1/2 Km grid. I can provide some web space to test out the software and help you setup a web server.

Tcl/Tk is ok for making GUIs. But one has to program too much to deal with maps. R is capable of lots more. It can extract and process information from maps, work seamlessly with almost anything. It is easy to use TCL/TK with the R engine...if you know both. There is lot of development going on in this area... especially for the making standalone programs using R and for GUIs for R.
