Out of the the limited number of sufficiently literate persons, the actual 
number of people involved with or positively inclined to PCs is very small. 
That is the one reason for the situation. The other thing is course that 
those who know the windows API prefer to do outsourced things... there is 
nothing in their philosophy to do anything apart from the host of negative 
things. The OSS situation is certainly not that bad. It is a M$ problem.
