Interestingly, there appear to be several universities in the West that use Octave--Wisconsin, Illinois and even Stanford are examples. Sot it is apparently not the quality of Octave that is preventing its adoption. Just search for "octave simulation site:.edu" and you will get several links.
If there still are features to be added, I think we could get them done as student projects. If only there is the will. And for students, I think the ability to run with less resources is at least as important as ease of use. Best -- V.
