He is asking for experts and they will be already busy with work. And others who are free may not be having enough expertise to work on it(I don't mean the few who may be knowing it and are still free). I think that is the cause for reluctance. And the project is not something to be done leisurely, it is time bound one(cannot take risk). Free Software development on the other hand is something actually based on interest, and also done leisurely and people grab necessary expertise as and when required. And fast/agile development take place when users have reached that level. So if companies(organizations) having enough expertise can take up the job, then good.
