I think that is supposed to mean "free" as in "freedom" and "free
software". The whole point of "Free Software" is making software "free"
as in "freedom". Since KDE was based on QT and QT was not "free" as in
"freedom", "Free Software" people felt a need to build a graphical
interface that is "free" as in "freedom". Of course, QT is available
under a free licence now and, therefore, KDE is no longer non-free.

Of course, all of us are in a "time-warp" because we are talking about
"freedom" which is an outdated concept. Such ideals belong to a world
that has disappeared long back. Words like "idealism" and "ideology" are
outdated and suck. But we are still talking about "freedom" and "ideals"
instead of something more "in" such as "efficiency", "productivity",
"profits" and so on that rock. GNOME may be ancient and outdated, but I
still use GNOME because I have used it for a long time and I find
certain conveniences in it. In that sense, of course, I am a GNOMIE and
part of that time warp. Thanks for pointing it out. But I prefer to
remain that way.
