        I think we already have such a system, but in different locations :) I 
will 
explain :

case 1: You have much time!
           you could rely on forums and old mailing list archives. Searching 
with a good query in google would yield most useful result in the first page 
itself. You could even ask doubts in forums or mailing lists ( all distro's 
have an active forum and mailing lists) and i'm sure that you could get a 
reply within 10 minutes. User groups like this could help a lot, where we can 
ask question seven in our mother tongue!

case 2: You have no time at all!

        Go directly to IRC channels like #fedora, #ubuntu #orkut_linux, 
#smc-project, 
#<distro>, #ilug* and shoot your question. IRC is not at all slow, I find it 
very speedy and useful in my < 4kbps connection! (using GPRS based net).  

I would like to request everybody to stay in an IRC channel when possible to 
help in time. IRC is the best option for instant solution and we should have a 
bot to log all the conversations. If the solution is useful, it would be a 
great help if he writes a blog post on it, hence helping to solve others with 
the same issue.
