I had once experienced the same. I was using a PS2 5-pin DIN connector mouse which didn't work while installation. What i understood is that whenever i use a USB mouse, it will work while installing since USB is activate while our installation. I have got no clear idea about this but i think PS2 interfaces will not work while installing Ubuntu 9.04.
