Allegro is nice, infact Ashik, Sooraj, Prasad and myself had conducted a small seminar on that in Mar Baselios College of Engineering.
It is a good API, and it is similar to that of BGI. And I guess it is pretty simple to start with Allegro, you can do a simple web search. I guess this question was posted to the FSUG, since he wanted to get an idea of other packages(free software packages) which can be used for similar(learning basic graphic in this case) applications. So I guess we must address that problem. And I guess you don't have to worry about Windows if you are a GNU/Linux user, you can use an app/software called dosbox to run your dos based application and Turbo C is a dos based application and you can run it easily.
