Justifying any piece of writing is definitely a good formatting
practise as it greatly enhances the readability of the text. You must
always justify your text, especially in such reports.

As far as beginning the paragraphs from the centre, or you may say,
tab space is concerned, it is just a matter of personal choice. When
writing was limited to hand, it was a general practise to begin the
paragrapha from the centre. But with the advent of computers, this
practise has been reeplaced almost entirely by the justified paragraph
form in which there is no space left at the beginning of the first
sentence. But still, as i said, it's a matter of personal choice which
style to adopt. I personally use the second one (the one you used).
