But still the problem is here. The files in the folder are en and local.

Looks like the file/ ml/ is missing.

You could try switching your language to en_US from System>Administration>Language Support and reinstall Malayalam.

If that doesn't work, you can place the attached file into the //var/lib/locales/supported.d/ folder and add the line

ml_IN UTF-8

to the file /local/.  Then run

sudo dpkg-reconfigure locales


Try the gui first.  It's less prone to error.
