I suggest you to try it with the wvdial configuration given below. I
have used this configuration with reliance sometime back. Append the
configuration to your wvdial.conf file. You may also replace the below
contents except the first line [Dialer reliance] in your [Dialer
Defaults] to use "wvdial" instead of using "wvdial reliance".

[Dialer reliance]
Init1 = ATZ
Init2 = ATQ0 V1 E1 S0=0 &C1 &D2 +FCLASS=0
Password = 7483182615
Initz = ATQ0 M1 L1 X3 V1 E1 S0= 0 &C1 &D2 +FCLASS=0
Phone = #777
Model Type = USB Modem
stupid mode = 1
baud = 460800
New PPPD = yes
Modem = /dev/ttyUSB0
ISDN = 0
Username = 7483182615
Abort on no dial tone = False


Type the following command to connect,
(a) If you have appended the configuration in /etc/wvdial.conf
     wvdial reliance
(b) If you have replaced the configuration in [Dialer Defaults] with
the new configuration
    wvdial
