To the best of my understanding, Bharat Operating System Software (BOSS) 
Linux by CDAC was created to address Indian languages and also provide 
support (technical and fixes) to Govt. agencies using it.

Interesting to note that the group wants to create a new "distro."  Have 
they evaluated BOSS?  Rather than reinvent the wheel, they should 
collaborate with the CDAC folks and try remove any deficiencies (if 
any).
