In the "old days" leaders would come by and lay foundation stones for various projects like bridges/factories and so on. After this stone was laid with much fanfare and probably a statue of the leader or one of the mentors, no further work would be done on the project. There are a few R. K. Laxman cartoons on this theme. A CD release of GNU/Linux could be a similar "end product" of the project rather than the starting point of one! That would be unfortunate.
