It is the website owner's (in this case, the bank's) responsibility to
ensure that it works in as many browsers as possible. Currently the
people who matter in banks do not know or do not care whether all
their customers are using IE or not.

The OP's intention is to start a mass mailing effort to bring to the
bank's attention that there is a sizable majority out there who do not
use IE.

Just curious, as am developing a web application myself, what are
those costly libraries that remove the pain of cross browser
compatibility!
