It is quite likely that to get registered as a level-1 Certifying Authority you need to be a large government or corporate body with some kind of permanence. The official who supervises the IT operations in such a large organisation is very unlikely to be clueful about FOSS (in general). So it is possible that these level-1 CA's in India are not particularly FOSS friendly. So perhaps one needs to start low and get (by using Windows if necessary!) registered as a level-2 or level-3 Certifying Authority. Then, by providing certificates to other businesses using a FOSS-based system way one can get a toe-hold and build a case for getting a higher level certification. This way FOSS business-es would eventually have an alternative to avoid using Windows to get digital certificates.
