Slicehost offers a pretty good package at $20 pm. Linode offers an even
better deal:

I have been using slicehost for a number of projects in the last couple
of years, and I can vouch they're one of the best in business (they were
bought out by Rackspace recently). I heard pretty good things about
Linode too. Both of them offer plenty of bandwidth, for ILUGC's use, the
basic plan on either one should do fine (if it's only a wiki).
Perhaps it's time to create an ILUGC Fund - we can hold fund-raising
dinners/events every six months and people can chip in what they can. I
know it brings in all sorts of formalities with bank accounts, etc.,
but I guess some of you have suggestions as to how to do that properly.
Or it can be need-based. We can arrange these events whenever a need
like this arises. It will be a great way to catch up with everybody and
we can put faces on the new names :).
