I use dreamhost.com for the past 2+ years.  They run debian boxes
and offer shell access.  It's a shared box, and you don't get root, but
you can still compile/install apps in $HOME.

They offer a lot of "unlimited" features -- disk, bandwidth, users,
mysql, etc.  They have millions of users, so their servers are always
heavily loaded, and their uptime is also not all that great.

I don't think it's possible to setup mailman on DH, but for hosting
the website, wiki, etc, they should be a good choice.

For $6 per month, it's hard to find a more feature rich web hosting
anywhere.
