I think scribus does depend on fontconfig for its fonts. But it does not
dynamically
load the list of fonts every time you use the drop down box. Typically, we
create a
bunch of styles (like Articles, Headings, Subheadings, Quotes...) and assign
a
line spacing, font face and font style to it. Then we can just use the style
wherever
needed.

I do the fc-cache -vf everytime I add a new set of fonts too. But then fonts
are
chosen statically by scribus. In fact when it starts, it has a searching for
fonts
section. Here, it identifies fonts missing in the styles and provides
replacements.

So the restart becomes necessary.
