Check if the db server is running in the first place - try:
sudo /etc/init.d/postgresql restart
Replace 'restart' with 'start' if it's down and try again.
Sorry, replied too soon. Try changing to the postgres user first:
sudo su postgres
And then try:
psql template1
One of those steps should show you the problem.
