Why don't you check who owns those directory? and try to give ownership to postgres. Try to probe a bit. Normally a plain apt-get install postgresql should be fine. You may try to remove the package - and reinstall. Use purge option of apt-get. NOTE: removal will result in loss of data,settings etc. If you have something important take care, I am not responsible for the loss.
