I had to deal with a similar issue about 4 years ago more for
affordable DR. Route that I took was:
1. Get a server with hot swap drive bays.
2. Get 18 drives. (300GB)
3. Use one drive per week for weekly backup, rotated every month.
4. One drive per month backup, rotated every year.
5. One drive always available as spare.

Ours' was a development environment and not a DB application. We
needed to backup code from 5 locations worldwide and this was resorted
to. I'd think going with (hot) swap drive is more robust as it is not
as quirky as tapes and allows faster access to small chunks as
compared to tapes. My view on tapes could be tainted by dated
experience. I've not tried recent technologies like Ultrium and the
likes.
