Hmm, that is indeed strange. How /exactly/ did you delete the folders ? Did you do this through the UI ? (which is likely, since you see the entries in .local/share/Trash/files). If you did, and then did not 'Empty Trash' or 'Delete Permanently', then the files should not be deleted.

Could you please give some more details, if possible ? For instance, the output of running the following command from a command line terminal:

$ ls -la ~/.local/share/Trash/files

 Depends on what you deleted. Could you be a bit more specific ? If you
 messed up your system by doing something silly like rm -rf
 {/bin,/sbin,/lib...}, then yes the system can be restored back to a sane
 state (probably), but if you did something downright crazy like rm -rf ~
 ...chances are low that you'd get back all that was deleted. That said,
 there still is hope, google for "ext3 or ext2 undelete" (assuming that the
 filesystem was one of those).
