Basically, never. It doesn't make sense for gzip (which implements a different compression algorithm) to implement XZ compression. Tar is a archive format and not a compression format. Some more information at https://fedoraproject.org/wiki/Features/XZRpmPayloads In particular, XZ with compression 2 (as opposed to the default of 6) provides the best performance/compression ratio.
