GNU/Linux evolved out of internet so the basic software distribution runs on it . If you are 'connected' there is nothing stopping you. You can have a local repo : 1. if you have a local network . 2. If you are willing to keep one machine to be on all the time . Local repo's are good to have in college campuses. I think all the IIT's and NIT's have their own fedora or ubuntu repo's these days and it helps save lot of bandwidth ( if they are also connected to internet) But as I said you need to already have a local network running else its hard to 'distribute' softwares. IMHO CD/DVD distribution of data is passé and is still seen with people using win* distributions . Hence newbies coming from those distro's will want something of that sort. Maybe a fedora DVD[1] or Ubuntu DVD[2] can be remixed to create packages for those who still want those 'disks' .
