Location is everything. Consider Reliance vs BSNL based on that.

The speed is not the same in all towers. Make sure the tower near your area is upgraded to EVDO, otherwise what you get is EVDO 1x RTT which caps out at 144K. I found an older list of towers here http://chennai.bsnl.co.in/News/EVDO_BTS.htm , check with the BSNL office before committing.

If you visit the Mount Road BSNL office with ID proof, address proof,
1 photo, and fill up the application form, you can walk away with a
data card within 10 mins.

The network coverage is reported to be as good as with any other
network.
