Yes, Red Hat charge for the RHN (Red Hat Network ) subscription. Unlike
fedora, yum does-not work free in RHEL, but needs subscription from Red Hat
Network to access the RHEL repository, unless you have a local yum
repository.
There's also an installation number that is required to install RHEL.
I received RHEL 5 DVD a year back for my Research and Study, advantage of
being RHCE. ;)
