I don't understand this problem but procmail is a user MUA filter and
there are filters
 at server side like postfix. Not sure which mail server is run at ILUGC.

Oh it is postfix.

$  nc -v www.ae.iitm.ac.in 25

In postfix there are several things you can do in /etc/postfix/master.cf
