Personally, I feel that this is a good idea; but not as a final year
project. During your course, get hold of your juniors, and may be ask them
to create a distro, so that they can learn and they would fee a part of the
FOSS activities in your college.

We have done the same in our university - installed GNU/Linux distribution
(Ubuntu) on all the machines in our lab. We (FOSS Club) also came up with a
custom Ubuntu distribution for Amrita University. But, finally the
University/College lab admins must really support this and also you will
have to speak to the professors and lecturers about using GNU/Linux in the
lab.

In my humble opinion, if you really want to do a good final year project,
you can do much better ones.
