There are ISPs other than BSNL who suggest the same. 4.2.2.2 is a good one to "test" a DNS setup. But it wouldn't be a good idea to use it on a regular basis given that it is most likely a feature for customers of Level3. There are other public DNS available and, if recalling them is an issue, they can always be noted down using the cellphone or, any other conventional method. I've been a reasonably happy (registered) user of OpenDNS on one of my routers and, of Google's DNS on another. I do run a nameserver (djbdns) for myself but not when I am using connections like Netconnect from Reliance or, Photon as they seem to dislike such bits. Having said that, I am not a general user. My network access points are fairly well defined and, are in most cases configured by me.
