Individual initiatives is different from a team to co-ordinate the group..
individuals take initiatives, do the ground work, and then retire..

but what i am saying is a co-ordination team, which just co-ordinates
different such individual teams towards a larger project..  this
co-ordination team need not be static or need not do any ground work..  they
just oversee and co-ordinate..  for eg, the student guide program is a
relatively large one, that needs sustainable effort..  definitely there
needs a team to co-ordinate, where even if individual members are unable to
contribute, replacement is made for the project to go on..
