In other word (corporatespeak), "Ownership" pf a project.

This idea is similiar to what I mooted sometime back for an all India Level.

I had Ideas for such teams which will take ownership of projects such as:
1. Python
2. ERP
3. School/college/University automation software
4. Virtualization
6. High availability
7. Recend project by IITB for video learning
8. Training
and most importantly,
9. Post implementation support

etc.

Students generally work enthusiastically on a project to complete
their degree etc and the go on to dig their head in .net/java et. al ,
get married have children and then they completely lose touch with
these projects which are abandoned or under/unutilised.

People want certainty for developing a level of trust.. Individual
efforts  are great.

Projects generally have a lifetime of about 8-10 years when the go in
production before they are replaced.
