IMO, This will mostly affect laptops since its not easy to build one and its tied to a vendor. As far as desktop are concerned, I am sure mobo manufacturers will be sensible enough to sign the linux bootloaders or provide an option to boot even if it is not signed. Worst comes to worst, it shouldn't be too difficult to patch the UEFI firmware or replace it with an open source firmware.
