Right.  There are a few different options when the release you are using
doesn't have the latest version but a newer Fedora release does

* Upgrade to a newer release of Fedora

* yum --releasever=N update foo, where N=15 or 16.

* Download the SRPM and use yum-builddep to get the dependencies and use
rpmbuild to rebuild the binary against the release you are using
