No direct help here. Sorry. However there is one remark. I have used apache quite a bit and I have also coded in the guts of Apache 10 years ago. And I can tell this much with a lot of confidence. Apache is top class code. I am not talking about the 2.x branch which uses threads. Or about tomcat or about php. I am talking about Apache 1.x with mod_perl or without that. And it is one of the best written pieces of software. Long ago I had done some LOC counts and found that Apache roughly matches the LOC of Linux kernel. I could be wrong and don't hijack this thread based on that. However to identify your problem you have to look at some low level network issues.
