This must be typo.  From the Ubuntu setup I am presuming it is indeed
172.16.1.197.

Is there some kind of firewall that is not allowing connections from
172.16.1.6?   This could be either at the egress fw/gw/router or @ the
datacenter end.

try this and see what you get

telnet 172.16.200.27 <sap_port>

substitute <sap_port> with the port number on which your SAP
application is available.

So should your ubuntu server as well.   Me thinks there is some kind
of egress filter out of your 172.16.1.0/24 subnet or an ingress filter
@ the data center end.

I would suggest consult the resident Network Admin and get his/her opinion.
