This happens quite often on my phone as well. Atleast, in my phone, this is due to switching between UMTS (WCDMA) and GSM ie., 3G and 2G. While I am browsing, everything will be fine until it goes to 0 bars and comes back with full signal. The full signal is actually with GSM/EDGE. To test this theory, I disabled UMTS on my phone and this was no longer happening. Without UMTS, I get full signal almost all the time. But then I was able to browse only at EDGE speed instead of HSDPA. So, I have reverted back to the old configuration with UMTS enabled.
