I gave you ideas. Look at ha-proxy.

Even if it is a cloud old ideas do apply.

However there are guys with enough cloud background in LUG and elsewhere who
 also can perhaps help you.

I suggest you hire a consultant and spend some cash if you are not in
a position
 to benefit by list feedback.
