Hi Giris,
   your judgement towards engineering is wrong.
Also UI can not be created with just jquery and html alone. These languages
used to convert creative works to usable product.
Moreover we need to understand the DOM and how css,html,js works together
gives the better UI. not simply jQuery.
If a person knows above technologies, without jquery u can create better UX.
Also i dont understand why people are talking about php,jsp,cgi for UI
creation.These server sides scripts are used to gather and give u the
response.
If people are capable to write servers and engine to handle http requests
we can call them as engineers .but every so called programmers are just
comsumers of frameworks.
