Unless you have a HA cluster , You cannot get away with Less number of
LUN than hosts. Think of LUN as a hard disk partition.
IT  is a Block device, There is a raw device also which Databases like
Oracle love.

If you want CIFS/NFS as the layer on top of these two LUN, Now this
will just be a file share. "Cooked" network share. Not some block
device.

Pay money to Big vendors, They will definitely come-up with the figure
that can give somebody some kinda attack ;)

Seriously such questions cannot be handled with just two small mails
with insufficient information.

It is not like buying 250 hard disk and putting them into desktop.

If you want other people to further help you, You need to say what
kind of data this humongous LUNs are going to store (Streaming media,
a large backup for all the desktops with the gory details), what types
of hosts -- is it all linux shop or is it heterogenous, network and a
lot more detailed input from you.

Then there are questions about cooling, UPS, SAN, copper network
design, what kind of redundancy and so on and so forth.

You give the input, people will perhaps give more detailed answer.

Perhaps you consider hiring people from this list  for doing the
consultancy work this design. There are responsibilites involved with
support from vendor, many legal issues, supervision of the work done
and (worst nightmare) co-ordination for this whole project with others
etc. etc. etc.
