I would like to add a brief points here -

1. Are we not looking out for the objective that students should not only get 
and insight but also develop code. A weekly class out of their syllabus would 
just not be enough. We need to have proper projects also.

2. Its mandatory that we should have pratical session 

3. We should encourage students to develop new concepts where we can pool in

4. The biggest issue I feel is that apart from syllabus how much time and 
effort they can give. The students otherwise would just attend and loose 
knowledge in couple of weeks.

5. We should have a setup that where students can do development and all 
facilities should be provided.

6. Placements if possible should be given

There a lot of things that comes in my mind but how to state that - but primary 
thing is that its for them something out of syllabus, so they will take least 
interest for which later they will run to gain knowledge.

As such the programe should make a student a graduate in IT then  I feel our 
efforts meets requirement to a greater extent otherwise it would not much be 
effective.
