GNUOctave or Scilab come with toolboxes for Signal processing and Image
processing.

As you are familiar with Matlab you can easily adapt to GNUOctave, as its
syntax is very close to Matlab and GNUOctave is functionally as good as
Matlab in terms of speed as well when compared to Scilab.

QtOctave is GUI tool for octave and its look and feel are similar to Matlab
so you wont be having trouble adapting it.
