The number of people who do business is less. In that people who do
business in technology side is less. Among that people who do business
with open source software is very less. In that small group people
being in ILUGC is difficult in my opinion.

The main theme of open source is contributing to society and along
with the myths of money and open source are not related etc etc we
have very less people doing business with open source.

Hope this helps,
