Check that if you can check the mail through only the mail command , if it is work then it is sure that the mail are in right format, then we need to check the permission, or the ownerships of each users mail dox. This problem some times happen when the super user tries to make a mail box for a user from the root by touch command and after that he/she just forgot to change the permission of that specific mailbox, so check them properly and their ownership.
