#1 no idea how to scan 'all' internet traffic
#2 use squid proxy (freeware) server on linux
#3 use clamd anti-virus (freeware) on linux
for spam : use spamprobe (highly effective) for me spam has gone down by
99%!!

email server : use sendmail or postfix and integrate clamd anti-virus with
it


nutshell : use linux for all of your requirements!!
