Go ahead and start working on the one of the incomplete ones submit patches,
gain developer level access. If developer level access isn't possible fork
it.

Sudev will be better placed to advice on which project is most promising one
to contribute to.
As regards collecting people from ILUGD, come to the meeting make a
presentation on why you think this is a good idea and what does it take to
do it and try to attract volunteers.

If this is such a good idea you will surely get 1-2 more fellow developers
willing to contribute.. don't have your expectations too high yet most of
us have our jobs and our own pet itches to scratch before we contribute to
more projects. 

Yes you have followed the ILUGD rule in volunteering to contribute to a
project.

As far sponsership in terms of money is concerned please specify how you
intend to spend the money for the project (and how much) and ILUGD will
surely try to dip into its shallow kitty to fork out something once you
start showing some results (whether or not it is the amount you were
looking for it altogether different matter).
