Raj Mathur is absolutely correct, you get nearly consistent speeds at all
times, but the download  manager/application reports incorrect speeds as the
file is begun downloading before it is timed. This is true for windows  apps
like IE, DAP also (not for flashget though) This is why you get constant
speeds in wget etc. If, on the other hand, hotwire indeed provided speed
bursts, you can check by going to www.speed-test.net and check the speeds
for different data sizes and see if they vary.
