This is ridiculous. You would expect developers of wget to be able to code *this* correctly.
This is true for windows apps like IE, DAP also (not for flashget though) This is why you get constant speeds in wget etc. If, on the other hand, hotwire indeed provided speed bursts, you can check by going to www.speed-test.net and check the speeds for different data sizes and see if they vary.
I dont think you understand the meaning of "burst" correctly. What you check at websites like www.speed-test.net etc. is sustained download speed, and not burst speed.
burst speed != sustained speed
Your ISP may not have configured for a significant burst speed, or you are not using correct methods to test it.
